Peter is the Vicar of Christ, the first Pope. Some who believe from Scripture that the Church is the Mystical Body of Christ do not believe it has a head. Our Lord established a theocratic form of Church government. He gave Peter the keys of the kingdom of heaven. This means that whatever Peter commands or forbids he does in the name of Christ. He has a power that protects him from error.
